Promotion to health inspector grade I should depend upon passing the necessary examinations of the Royal Sanitary Instituto and upon a test of efficiency. Where it is necessary to recruit an overseas candidato for direct appointment as a health inspector grade I the candidate should be required to have obtained the necessary qualifications and to have had practical experience as a health inspector. Promotion to senior health inspector or chicf health inspector should continue to be dependent upon vacancios. We recommend that malaria inspectors and senior malaria inspectors should receive the same rates of pay as health inspectors grade II and grade I respectively.

Eucation Department.

In framing our recommendations for the Education Department wo have divided the teaching staff into four categories:-

(i)

uncertificated teachers;

(ii) certificated teachers who have successfully

completed a teachers' training college course but who are not univesity graduotos;

(iii) teachers who are university graduates and have

successfully completed a teachers' training course or obtained a diploma in education;

(iv) qualified graduate teachers who have in addition

had a period of valuable teaching experience.

We understand that Government is not at the moment employing officors of the first category, but wo have recommended rates of pay for uncertificated teachers, since we are informed that such teachers are employed in grant-aided schools in which salaries are paid according to Government scales. We recommend for certificated teachers a seven year scale rising in the case of men from 8 3600 per annum to 5100 per annum and from $2880 per annum to 4080 per annum in the case of women. We propose that local graduate teachers should be called assistant masters or assistant mistresses and that they should be on a ton year scale commencing at $ 5400 per annum for assistant masters and 4320 per annum for assistant mistresses. We recommend that men and women with higher qualifications, valuable experience or special aptitude should be promoted at any point to the grade of master or mistress. Ordinarily promotion to the grade of master or mistress should be dependent upon the passing of an efficiency bar. Candidates recruited from overseas would be expected to possess not only the necessary academic qualifications but also teaching experience. Certificated teachers atould be able on passing an officiency bar to proceed on the same scale as assistant mastors or mistresses but should not go beyond the maximum of that grade.

We recommend that senior masters and mistresses should be appointed by selection and that this grade should in futuro be regarded as a probation grado for officers who will eventually rise higher in the Department and not as a place of refuge for senior officers who will never proceed any further.
